Paying the Piper and Calling the Tune

SNP Ministers commission an important review on the state of Scottish education using public money and resources.
Ministers then say the contractor paid for carrying out this work will be upset if the details of the review are shared with the Scottish public.
Is this not a case of the tail wagging the dog and to mix my metaphors - should s/he who pays the piper be calling the tune?
