Spending Public Money

COSLA - the Convention of Scottish Local Authorities - is the umbrella body for Scotland's 32 local councils.

Just about every penny that COSLA spends comes from the taxpayer - yet COSLA is not covered by Scotland's freedom of information regime.

Which is very odd - you must agree.

So I dropped a little note to the COSLA chief executive - Rory Mair - to test how open and transparent COSLA is prepared to be - when it comes to spending public money.

Here's a copy of what I said.

Dear Rory

Public Money, Openness and Transparency

I appreciate that COSLA is not caught by the Freedom of Information Scotland Act (FOISA) 2002.

But in the spirit of openness and transparency that should underpin all public bodies and as COSLA is funded by Scotland's 32 local councils - who are all subject to the requirements of FOISA - I would be grateful if you could provide me with the following information.

1 What remuneration do the President and Vice Presidents of COSLA receive on an annual basis?

2 How is this remuneration determined and who is involved in the decision making process?

3 What are the annual salaries paid to the COSLA chief executive - and the other senior posts within the COSLA Management Team?

I look forward to hearing from you soon.

Kind regards

Mark Irvine"
