Is 'Rishi Washi' A Dog Whistle?

Why did the SNP's Tim Rideout describe Rishi Sunak, the UK Chancellor, as 'Rishi Washi'?

Now I don't know the mind of SNP activists any better than I know the mind of English cricketers, but I think Mr Rideout should explain his choice of language.   

SNP - Calls For Fraud Probe (November 29, 2021)

 

The Courier reports on a fraud probe into the use of Covid relief funds after a prominent SNP activist encouraged local YES campaigners to apply for Business Support Grants:

" - yes that is a free gift of £10,000 per premise that the lovely Rishi Washi is handing out to YES groups." 

I assume that the ugly reference to 'Rishi Washi' is intended to make fun of the Chancellor Rishi Sunak, but I look forward to hearing more from The Courier in the days ahead.
