'Destroy Jewish Homes' - Not A Crime?

So apparently urging people to 'destroy Jewish homes' does not meet the threshold of a crime.

Now you could have fooled me - because I can't see how you ruin Jewish houses and destroy Jewish homes without inciting violence against Jews.
